Under Memorandum Circular (MC) No. 21, Series of 2026, issued on July 17, corporations may now file select amendment applications electronically through the eAMEND portal’s optional paperless lane.

Bacolod issues 50 closure orders; 19 businesses shut down [Inquirer Visayas, July 18, 2026]
The enforcement followed a month-and-a-half grace period after notices to comply were first issued on May 29. Business owners were given time to secure the necessary permits before closures were enforced under Section 65, Article 20 of City Ordinance No. 565, or the Revised Revenue Code of Bacolod City.

Revenue Memorandum Order (RMO) No. 17-2026, issued on July 8, 2026, updates the policies, procedures, processing timelines, and quality management requirements for One-Time Transaction (ONETT) processing involving the sale and donation of real and personal properties, aligning BIR operations with International Organization for Standardization (ISO) 9001:2015 Quality Management System (QMS) standards.
Highlights include the introduction of updated ONETT forms, clarification of the roles and responsibilities of ONETT personnel, standardized processing timelines, and enhanced guidelines and procedures to ensure consistency, efficiency, and effectiveness in processing the ONETT Computation Sheet and the Electronic Certificate Authorizing Registration (eCAR).
